Owner password versus open password
PDFs support two independent kinds of password, and mixing them up is the single most common confusion with a tool like this one.
An open password (user password) is required just to view the document — if you're prompted before you can see anything at all, that's what you have, and this tool cannot help, because the file genuinely can't be read without it. Use Remove Password instead once you know the password.
An owner password (permissions password) is different: the document opens freely with no prompt, but the file carries flags that ask PDF readers to block printing, copying text, or editing. This tool targets exactly that case — files that open fine but push back when you try to use them normally.
Why this doesn't ask for a password
Because it doesn't need one. Owner-level restrictions are, by design, a set of flags a compliant PDF reader is asked to respect — not real encryption of the content. The document is fully readable the moment it opens; the restriction only affects what a well-behaved reader will let you do with it afterwards.
Rebuilding the file into a fresh, unencrypted document — the same technique used throughout this site — simply doesn't carry those flags over, which is what removes the restriction.
